The caster can increase or decrease the speed of existing wind by 5 mph per rank, with a maximum speed of 40mph. Speeds higher than 40mph may not be affected. The caster must have an existing breeze/wind to work with, this spell has no effect if there is no wind at all, and the caster can not use this to stop an existing wind completely. The caster can only affect the wind within his line of sight.
