The mages hands are charged with electricity for an attack on a target. The mage's attack roll is only modified by the target's Dodge and Magic Defense. If the target is wearing metal armor (e.g. medium or heavy armor such as chainmail or plate mail) they do not get any benefit from Dodge to evade this attack.
