Effect Condenses existing water from the air within the affected area. Water is condensed at a point you specify within the affected area.

Very dry air, such as in a desert, will only be able to condense a very small amount of water, no more than a few ounces per rank. Very humid air, such as in a jungle, will be able to condense a considerable amount, about a liter per rank. If this is cast during any sort of precipitation, it will condense around a gallon per rank.
